Allow implications to be edited in the recommendations screen

We can edit all the other fields, except implications. I either have to find it in the customize area, or I have to create a blank item as a one-off. My efficiency would increase with this improvement.

YES! Sometimes the entire list of provided implications is spot on and other times one of listed things is a "miss" and just confuses the client. Being able to spot correct that while writing the recommendation would be fantastic.

An alternate solution to this would be to have a customize button located within the entry editing screen so we wouldn't have to close it, then search for that section in the customize area.
