Allow for scheduling mock insection that do not use a report number

New users setting up their sites often need to verify that the various automated e-mails function, the scheduler works, the fees and travel calculator work, the links to Guardian work, etc.

There should be a way to do this by allowing for mock/fake inspections to be created, where the inspector acts as a fake client to trial all the booking functions from the inspector's website.
These inspections should then be coded as "trials" so they do not have to tie up a report number, and can then be simply deleted when done with.

Thank you Mark for your suggestion, we love to hear from inspectors about what features they would love for us to incorporate into the software. We are hoping that this feature will be integrated into the software in the near future.
