Create an offline version/ability of the web-based software

My internet is often unstable and I would love to be able to work on reports on a local offline version of Horizon. It would allow me to populate all the normal fields and photos as I create and edit the report and then require me to sync it with the cloud-based version of the software for publishing and emailing functions.

A company I worked for years ago had this sort of arrangement and it was fantastic.

NOTE: This is not referencing the mobile app. Only the desktop version of the software.
