There are many conditions that have language for their default implications that don't meet the required/recommended wording of some associations or inspectors preferred wording.

So that the reports can maintain a consistent look the user should be able to edit the default implications to their liking. Adding an additional implication in the notes does not look as good as if it is included with the rest of the implications

this could be done in the user's profile or in the condition details window. I would suggest that an edit button on the condition details window would be the most user-friendly option.
