ADD a "De-Select All" button at the top of the Edit Illustrations page

Provide the ability to de-select all the pre-selected illustrations but still allow the use of adding illustrations to a report. Some of the current pre-selected illustrations do not pertain to the deficiency in question which may confuse clients. For example, how to inspect an item.
