Allow Action List item numbers to use same numbers as report

Currently when creating action lists, the selectable items are listed using letters. When the list is published it has consecutive numbers starting at "1".
This makes it unattractive to use because it is difficult to correlate items from the action list back to the original report. This is especially troublesome for revisions to legal documents like the buyers response and sellers response.
There should be the option or ability to have number consistency between the action list revisions. Perhaps being able to toggle this feature?
