Add a limitation to summary option.

I suggested this before the idea was shot down. I will ask again. There should be an option to add a limitation to the summary. An add to summary checkbox like in the recommendation section. And, in fact, Allen Carson said so much in the report writing webinar on June 17th at about the 44-minute mark (youtube video).

Regarding limitations:
"Something of substance you can't do, I want that documented with a recommendation to say we have to get access and inspect it, and I want that in the summary. I'm trying to keep you out of jail here please do that" - Allen Carson

Well if there is an add to summary checkbox then thank would make it very easy for all of us to do :)
