Add Set Notes as Default in General System Info

Currently there is no option to Save notes for General System items like the Set Defaults in Recommendations. This should be an option to save notes and customize General items as well with informational stuff like links or anything we want.

This feature should be added to the Limitations section as well. It would be nice to add more informational stuff in the Notes sections.
