Add INSPECTOR NOTES box for reference info on web version

I think adding an "INSPECTOR NOTES (unpublished)" on the defect page would allow us to save research info. I do a lot of research on codes to support what I'm calling out if it's ever questioned. This notes section would never be published with the report. My diagram shows how it would look and would be a great way to save any research info. It can be added to the web version only and would be a great addition.
