Allow individual reports to be locked until paid, rather than system wide

I don't use "paid in full" checkbox (maybe I should have), but as it stands, to lock a report until client pays can only be done system wide, resulting in any existing reports that don't have "Paid in full" checked as inaccessible. I would have to go back and change thousands of work orders, therefore I'd like the ability to lock reports on an individual basis
